Chad founded Drummond Carpenter with a simple belief: engineering should help people move forward with confidence.
Over more than three decades, he has built a career solving complex environmental, water resources, and infrastructure challenges where technical decisions carry long-term consequences. His experience began in the U.S. Navy, where environmental stewardship, infrastructure reliability, and operational readiness were inseparable. That systems-level perspective continues to shape both his engineering approach and the culture of the firm.
Today, Chad works with public agencies, utilities, municipalities, and federal clients on projects involving environmental restoration, groundwater and surface water modeling, nuclear systems, remediation design, and complex technical analysis. As CEO, he continues to serve as both a strategic advisor and practicing engineer, remaining closely involved in the work and the clients the firm serves.
Chad also has taught as an adjunct instructor, publishes technical research, and frequently presents at professional conferences. In 2025, he was recognized as the SBA Florida Veteran-Owned Small Business Person of the Year, reflecting both his technical leadership and commitment to building a firm grounded in service.

Don believes the best engineering doesn’t end with a good design. It succeeds when communities can implement it, maintain it, and see lasting results.
For more than two decades, he has helped municipalities, nonprofits, and public agencies address complex watershed, stormwater, and water quality challenges. His work spans green infrastructure, hydrologic modeling, watershed planning, stormwater retrofit design, and water quality improvement, always with a focus on practical solutions that work in the real world.
Throughout his career, Don has brought together engineers, researchers, public officials, and community stakeholders to solve problems that extend well beyond a single discipline. As a certified charrette facilitator, he is known for creating collaborative planning processes that build consensus while advancing technically sound solutions.
Don’s career has also included extensive work in applied research and engineering education, particularly around stormwater management and green infrastructure. He has taught engineering and leadership courses, led research into stormwater best management practices, and worked directly with communities to turn emerging knowledge into practical approaches they can use.

Lee believes the best engineering solutions are the ones communities can put into practice.
Over more than two decades, he has partnered with municipalities, counties, utilities, and public agencies, primarily across Florida, to address complex stormwater, flooding, and resilience challenges. His work brings together engineering analysis, regulatory requirements, funding considerations, and community priorities to help clients make informed decisions that stand the test of time.
Lee’s expertise spans watershed planning, hydrologic and hydraulic modeling, flood resilience, vulnerability assessments, capital improvement planning, and stormwater program development. Whether supporting a single project or helping shape a long-term strategy, he approaches every challenge with a systems perspective, recognizing that today’s decisions influence tomorrow’s infrastructure and communities.
Beyond his client work, Lee serves as Vice President of the Florida Stormwater Association, contributing to statewide leadership on stormwater policy, best practices, and the future of water resources management. At Drummond Carpenter, he remains deeply involved in technical delivery while mentoring project teams and helping clients navigate increasingly complex environmental challenges.

Cathy believes the best plans are the ones people understand, support, and can put into action.
For more than three decades, she has helped communities prepare for complex environmental and infrastructure challenges by bringing together technical expertise, public priorities, and long-term planning. Her work includes resilience planning, vulnerability assessments, coastal management, stormwater master planning, and community engagement, helping clients navigate difficult decisions with clarity and confidence.
A skilled facilitator and trusted advisor, Cathy is known for translating complex technical information into strategies that resonate with decision-makers, stakeholders, and the communities they serve. She has led multidisciplinary teams on projects that require not only sound engineering and planning, but also collaboration across agencies, organizations, and the public.
In addition to her planning work, Cathy leads Drummond Carpenter’s business development and marketing efforts, helping ensure the firm’s technical expertise aligns with emerging client needs and evolving challenges. She plays a central role in shaping the firm’s strategic growth while strengthening the relationships that have always been at the heart of its success.

Lew knows that the hardest environmental projects rarely need more complexity. They need clear thinking, sound engineering, and the experience to recognize what matters most.
Over the course of his career, he’s helped clients tackle contaminated sites, groundwater challenges, remediation programs, and environmental restoration efforts where the technical, regulatory, and operational stakes are high. His approach is steady and practical, helping teams move through uncertainty without losing sight of the outcome.
Clients value Lew not only for his technical expertise, but for his judgment. He asks thoughtful questions, anticipates challenges before they become problems, and helps project teams find practical paths forward.
