The Challenge

What was at stake

The Oak Ridge Reservation has played a central role in the nation’s nuclear history for decades. As environmental cleanup continues across the 32,000-acre reservation, the Department of Energy required a new disposal facility capable of supporting long-term remediation efforts as the existing onsite facility approached capacity.

The Environmental Management Disposal Facility (EMDF) would ultimately support cleanup activities at the Y-12 National Security Complex and Oak Ridge National Laboratory by providing capacity for approximately 2.2 million cubic yards of waste while protecting human health and the environment for generations.

Selecting the right site required balancing geology, groundwater behavior, regulatory compliance, long-term environmental performance, and future land use across a complex federal reservation.

our approach

How we advanced the work

Since 2021, Drummond Carpenter has supported UCOR and the Department of Energy through technical analyses for development of the Environmental Management Disposal Facility. Our work evaluated the long-term performance of candidate disposal locations and helped refine the technical basis for the selected site through:

  • Modeling radiological dose and conducting performance assessments
  • Running RESRAD-OFFSITE probabilistic analyses
  • Evaluating Waste Acceptance Criteria (WAC)
  • Conducting Authorized Limits analyses
  • Reviewing groundwater flow and contaminant transport
  • Evaluating the sitewide hydrogeologic model
  • Supporting regulatory compliance under DOE Order 435.1

The project integrated geology, groundwater, waste characteristics, and long-term exposure scenarios into a comprehensive performance evaluation supporting facility design and regulatory decision-making.

Together, these analyses strengthened the technical basis for site selection and supported development of a disposal facility with approximately 2.2 million cubic yards of planned capacity for continued cleanup at Oak Ridge.

Engineering confidence through predictive modeling

Safe radioactive waste disposal depends on understanding how engineered systems will perform decades into the future. Drummond Carpenter applied deterministic and probabilistic modeling techniques to evaluate uncertainty, identify influential variables, and strengthen confidence in long-term performance predictions.

Key technical evaluations included:

  • Modeling groundwater flow and contaminant migration
  • Evaluating radiological exposure pathways
  • Analyzing probabilistic uncertainty
  • Testing performance assessment scenarios
  • Developing Waste Acceptance Criteria

Using RESRAD-OFFSITE, the team evaluated multiple exposure scenarios and quantified uncertainty across more than 30 influential model parameters, helping identify the factors with the greatest influence on long-term dose predictions.

Groundbreaking for the $550 million Environmental Management Disposal Facility occurred in 2023, with completion anticipated by 2030. Drummond Carpenter continues supporting Waste Acceptance Criteria refinement and technical review throughout project development.

Why it matters

Long-term environmental cleanup depends on disposal systems capable of safely containing waste for decades while allowing remediation work to continue across the Oak Ridge Reservation. The technical basis for those systems must account for how groundwater, contaminants, and potential exposure pathways could behave well into the future.

The Environmental Management Disposal Facility will provide the capacity needed to continue cleanup activities at Oak Ridge while supporting modernization of critical federal facilities and protecting surrounding communities and natural resources.
